SCOPE IPR Work Plan 2 (2025–2026)

The SCOPE IPR Project continues its support for ASEAN's IP cooperation through Work Plan 2 (AWP2), implemented from June 2025 to May 2026. Building on the achievements of Work Plan 1, AWP2 reinforces the region’s IP infrastructure, supports IP enforcement, promotes the commercialisation of IP assets, and strengthens public engagement. It contributes to the goals of the ASEAN IPR Action Plan 2016–2025, advancing IP as a tool for innovation, competitiveness, and inclusive economic growth.

Focus Areas of AWP2

  • IP Enforcement: Tackling online and offline infringements, supporting inter-agency collaboration, and strengthening regional enforcement efforts.
  • Dispute Resolution: Enhancing IP mediation capabilities to promote efficient, low-cost resolution of IP conflicts.
  • IP Commercialisation: Promoting IP valuation and financing to unlock business growth, especially for MSMEs.
  • Public Awareness & Media Engagement: Empowering media and influencers to raise awareness of IP rights and enforcement.
  • Strategic Communication: Delivering targeted social media campaigns and participating in key IP events to amplify the visibility of ASEAN’s IP initiatives.
  • On-Demand Technical Assistance: Providing tailored support to ASEAN Member States to strengthen GI systems and address national-level IP needs.

Expected Results of 2025–2026 AWP2

Through the implementation of these 13 activities, AWP2 is designed to deliver the following results:

  • Improved understanding of IP enforcement challenges and practical solutions in both physical and digital environments.
  • Enhanced technical skills among ASEAN mediators, enabling quicker, fairer resolution of IP disputes.
  • Greater appreciation of IP as a financial asset, with increased capacity to support IP valuation and financing for businesses.
  • Stronger media partnerships and informed influencers capable of championing IP awareness across the region.
  • Increased public engagement with IP-related content, resulting in wider recognition of the role of IP in innovation and development.
  • Timely and responsive technical support to ASEAN IP Offices, contributing to harmonisation and better implementation of GI and IP policies.

The AWP2 represents the continuation phase in the SCOPE IPR implementation, which builds on the successes of activities implemented in AWP1 and improved to strengthen ASEAN’s IP frameworks, benefiting the region’s economies, innovators and businesses.
