The Commission's Directorate-General for International Cooperation and Development (DG DEVCO) is responsible for designing European international cooperation and development policy and delivering aid throughout the world.

The mission of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) is to take forward the EU's neighbourhood and enlargement policies.

Funding instruments provide the legal basis for the implementation of geographic and thematic programmes. For the period 2014-2020, the EU has mainly nine instruments covering external cooperation and external aid.

Over the period 2021-2027, there will be an unique instrument: The Neighbourhood, Development and International Cooperation Instrument (NDICI). This instrument proposes to radically overhaul the manner in which the financing of the European Union’s external action is administered. In an effort to streamline existing financing instruments, the NDICI is proposing to merge ten regulations, one decision and one extra-budgetary fund based on an intergovernmental agreement, most of which will expire on 31 December 2020.
