The EUIPO led a workshop on copyright and EU legal alignment in the Republic of Moldova

The European Union Intellectual Property Office (EUIPO), in cooperation with the State Agency on Intellectual Property and the EU Delegation to the Republic of Moldova, organised a workshop on the compatibility of the Moldovan copyright system with the EU acquis on 15-16 May 2025 in Chisinau, Moldova. The event brought together key stakeholders, including policymakers, copyright experts, and industry representatives, to discuss legislative alignment with EU standards and exchange best practices in copyright and related rights, ultimately benefiting users and the business community.

The workshop’s primary objective was to exchange on Moldova’s current copyright framework and provide recommendations to strengthen its alignment with EU legislation, in the context of the EU4IP project. The EUIPO, as the premier implementing agency of an IPR project, hosted the workshop, which featured experts from the EUIPO and copyright specialists from EU Member States, pursuing a Team Europe approach. Participants examined key directives, including those governing online content-sharing services, collective rights management, and copyright exceptions and limitations, focusing on their implementation in Moldova.

Throughout the workshop, discussions addressed the legal framework surrounding the right of communication to the public, multi-territorial licensing, retransmission regulations, and copyright limitations. Experts highlighted the importance of harmonising Moldova’s copyright system with EU standards to foster legal certainty and enhance the rights of creators, businesses, and users. Special attention was given to the challenges of digital copyright, including private copy remuneration and the regulation of online content services.

This workshop reinforced the EUIPO’s commitment to supporting Moldova’s efforts to align with EU intellectual property (IP) standards, as set out in the SP2030 objective that the EUIPO contributes to EU Policies on trade, intellectual property, and innovation. As the host of pan-European copyright databases and portals, the EUIPO plays a key role in facilitating access to legal content and managing copyright-related information, including Agorateka, the Orphan Works Database, and the Out-of-Commerce Works Portal.

By facilitating expert dialogue and knowledge exchange, the EUIPO continues to play a pivotal role in strengthening IP systems in the region and fostering international cooperation in copyright protection, ultimately creating a business environment more akin to that EU businesses find in Europe.
