EUIPO-led SCOPE IPR Project Promotes IP Valuation and IP-Backed Finance in ASEAN

The European Union Intellectual Property Office (EUIPO), through the EU-ASEAN Sustainability Connectivity Package – Intellectual Property (IP) Rights or SCOPE IPR project, organised a seminar on IP Valuation and IP-Backed Finance in Bali, Indonesia, on 9 April 2026. The event was held in parallel with the 78th Meeting of the ASEAN Working Group on IP Cooperation, in collaboration with ASEAN Member States’ IP Offices and was hosted by the Directorate General of Intellectual Property Indonesia.

During the seminar, the EUIPO presented its roadmap on advancing IP-backed financing initiatives, while the International Valuation Standards Council (IVSC) presented the framework for IP-backed financing. The Intellectual Property Office of Singapore (IPOS) and South Korea’s Ministry of Intellectual Property (MOIP) shared their national experiences in developing IP-backed finance mechanisms.

The seminar also provided a platform for participants to exchange views on ongoing initiatives and to explore the feasibility of developing policy frameworks that could support ASEAN IP Offices in promoting the recognition of IP assets as having measurable financial value.

The SCOPE IPR project directly supports broader Global Gateway goals by strengthening economies and creating a level playing field, through making IP-backed finance and valuation more accessible and practical for micro, small and medium-sized enterprises, including integrating valuation concepts in training programmes offered by IP offices across the region.

In this context, the EUIPO continues to promote discussions on emerging priority areas for IP offices, including IP Valuation and IP-backed finance, that are increasingly recognised as strategic tools to enhance the commercialisation of IP assets and improve access to finance for innovative businesses. This includes working with like-minded organisations such as the IVSC on shaping international IP alliances on topics such as IP-backed finance.
