On-demand technical support to ASEAN integration: developing the IP regime of Timor-Leste

Running from May 2026 to January 2027, this activity provides tailored, on-demand technical support to Timor-Leste following its accession as the 11th member state of ASEAN.

As the country establishes its IP system, the SCOPE IPR project will deliver capacity-building and technical assistance aligned with national priorities. Its focus will be on foundational areas such as legislative development, institutional setup and early-stage IP administration. Its flexible and responsive support is tailored to the evolving needs of Timor-Leste as it progresses along the IP Roadmap 2025-2030.

This activity contributes to strengthening national IP regimes under the ASEAN IPR Action Plan 2026-2030 and supports Timor-Leste’s integration into the regional IP system. Implementation will be closely coordinated with the ASEAN Secretariat and other development partners to ensure coherence, avoid redundancy and maximise impact.

Drawing on expertise from the EUIPO and ASEAN IP Offices, the initiative reinforces a collaborative and inclusive approach to building a functional, efficient and internationally aligned IP system in Timor-Leste.
