Support for the collective management rights system in Ukraine: exchange of EU and international best practices

In November 2025, Ukrainian authorities and EU experts held an initial exchange on collective management of copyright and related rights. The discussions highlighted practical issues that require continued work: transparency of royalty flows, electronic reporting, a potential future unified register of Collective Management Organisations (CMOs) and development of an Integrated Information System in line with EU legislation (Directive 2014/26/EU, Directive 2019/790/EU, Regulation 2017/1128/EU).

Ukraine is currently revising its CMO-related practices, and further dialogue with EU Member States is needed to better understand supervisory mechanisms, reporting obligations and digital tools used in the EU, in like-minded organisations. This activity will build on the 2025 meeting and help Ukrainian institutions clarify next steps, improve coordination and prepare for further alignment with EU standards.

This activity would enable to address some concerns raised in the 2025 Enlargement Report for Ukraine, which noted that accreditation procedures for CMOs remain suspended under martial law, negatively impacting the collection and distribution of royalties to rightsholders.
EU legislation such as Directive 2014/26/EU on collective management of copyright and related rights sets standards for transparency, accountability and cross‑border licensing. By exchanging EU and international best practices, Ukraine can strengthen its CMO framework, enhance rights‑holder protection and build confidence among creators, users and the public.
