The EUIPO strengthens prosecutorial enforcement cooperation between Moldova, Ukraine and EU Member States

The European Union Intellectual Property Office (EUIPO) hosted a three-day series of enforcement-focused meetings at its premises in Alicante, Spain, from 10 to 12 September 2025. In cooperation with Eurojust under the EUIPO´s IP Alliance on capacity building coordination, these included an exchange of experiences with Western Balkans and EU judicial and law enforcement authorities on intellectual property (IP) crimes and the 12th edition of the European Intellectual Property Prosecutors Network (EIPPN) meeting. 

The events brought together prosecutors and IP enforcement specialists from EU Member States and candidate countries, creating a dynamic platform for cross-border dialogue and strategic cooperation. Discussions focused on emerging trends in counterfeiting and piracy, the use of digital evidence in criminal proceedings and the development of coordinated prosecution strategies. 

In the context of the EU-funded EU4IP project, the EUIPO facilitated the participation of prosecutors from Moldova and Ukraine, reinforcing its commitment to fostering cross-border cooperation and supporting IP enforcement in EU candidate countries. Their presence allowed for an active exchange of national experiences, legal challenges and enforcement models, highlighting the importance of inclusive dialogue in shaping effective IP enforcement policies. 

The meetings provided a platform for Moldovan and Ukrainian experts to exchange best practices, discuss common challenges in fighting IP crime and strengthen judicial cooperation with peers from the Western Balkans and EU Member States. Building on last year’s successful participation, Moldovan and Ukrainian representatives contributed to the growing dialogue among prosecutors across the region. 

Participants also explored opportunities for closer institutional cooperation between national prosecution services and EU agencies, including Eurojust, reinforcing a shared commitment to combatting transnational IP crime. 

The EUIPO strengthens cooperation between Moldova, Ukraine and EU Member States through its IP Capacity Building Coordination Alliance. One of its main objectives is to promote effective cooperation synergies with other EU agencies and European Commission services to ensure smoother implementation of international IP cooperation actions. 

By promoting closer ties between judicial authorities, the EUIPO – through its role as host of the Observatory – continues to advance a more coordinated and effective enforcement framework. The activity also reflected a strong ‘Team Europe’ approach, supporting the broader objective of aligning enforcement efforts with EU standards and values.
