Strengthening the alignment of IP enforcement in Ukraine through stakeholder consultation

The European Union Intellectual Property Office (EUIPO) organised a broad consultation among stakeholders on intellectual property enforcement in Ukraine in support of the country’s ongoing alignment with EU standards as part of its EU accession process.

The hybrid consultation, held on 17 April 2026, brought together representatives from enforcement authorities, policymakers and other relevant stakeholders to discuss the implementation of amendments to Ukraine’s legislative framework on IP enforcement. More than 100 participants from the public and private sectors connected to the stakeholder event. The event was organised as part of the EU-funded EU4IP project, which is led by the EUIPO and supports Ukraine in aligning its legislation with the EU acquis on intellectual property.

The consultation represents part of the EU4IP project’s technical assistance to support the finalisation and implementation of amendments to Ukrainian law on IP enforcement. Discussions focused on ensuring coherence with EU enforcement standards, including the effective application of measures to combat piracy and counterfeit goods.

By facilitating a structured exchange among national authorities and enforcement stakeholders, the EUIPO helped to collect practical feedback on the draft amendments and their future implementation. This input will contribute to the preparation of implementing regulations, guidance materials and a road map to operationalise the revised legal framework.

Through activities such as this consultation, the EUIPO reinforces its role as the premier implementing agency for EU-funded IP cooperation projects, drawing on its expertise in IP enforcement, including through the Observatory on Infringements of Intellectual Property Rights which it hosts. The EU4IP project continues to support Ukraine in strengthening its IP enforcement system, contributing to a more predictable and effective environment for businesses, creators and rights holders.
