The EUIPO supports stakeholder dialogue on collective management of copyright in Ukraine
The European Union Intellectual Property Office (EUIPO), in cooperation with the Ministry of Economy of Ukraine and the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO), organised a workshop on the collective management of copyright in Ukraine, in the context of the EU-funded EU4IP project, on 30 September.
The hybrid event brought together representatives of Ukrainian authorities, collective management organisations (CMOs), rights holders, users, legal professionals and EU experts to discuss the alignment of Ukraine’s copyright framework with the EU acquis, with a particular focus on collective management systems.
The workshop supported ongoing reforms linked to Ukraine’s commitments under the EU accession process. Discussions focused on practical challenges related to the transparency of royalty flows, electronic reporting systems, the supervision of CMOs and the development of digital tools in line with EU legislation, including Directive 2014/26/EU on the collective management of copyright and related rights.
Participants exchanged EU and international best practices on governance, monitoring, reporting obligations and remuneration systems for rights holders. Experts from France and the Netherlands shared their experience of supervisory mechanisms and the functioning of collective management systems in EU Member States. Meanwhile, round-table discussions also enabled Ukrainian stakeholders to identify priorities and next steps for further legislative and administrative alignment with EU standards. The activity also addressed suggestions set out in the 2025 Enlargement Report for Ukraine.
Through its Copyright Knowledge Centre and as the host of pan-European copyright databases and portals, including Agorateka, the Orphan Works Database and the Out-of-Commerce Works Portal, the EUIPO continues to support cooperation and the exchange of expertise aimed at strengthening copyright systems and improving access to transparent and effective rights management practices.
The workshop formed part of the EU-funded EU4IP project’s broader efforts to support Ukraine in strengthening its intellectual property framework and aligning its legislation with Chapter 7 of the EU acquis (on intellectual property law).
