Support for the collective management rights system in Moldova: exchange of EU and international best practices

Building on the successful activities and exchanges facilitated during the Work Plan 1, the objective of this activity is to continue promoting a constructive and transparent discussion among stakeholders in the field of copyright and related rights through a round table workshop. The focus will be to identify EU and international best practices and solutions for the collective management of copyrights and related rights in Moldova. This will include exploring the development of a system that safeguards the interests of Collective Management Organisations (CMOs). The round table workshop will allow stakeholders to exchange ideas, adopt practices in line with EU standards and develop a common approach to the collective management of copyright. Specifically, the workshop will address issues such as the negotiation, collection, distribution and payment of remuneration to rightsholders in Moldova, with a view to setting up a fair and effective system that promotes transparency and balance in the remuneration scheme for authors and performers.
In addition, the activity may include collaboration with the Electronic Information for Libraries (EIFL), allowing for discussion on copyright and collective management issues in the library context. EIFL is a programme on copyright and libraries run by an international Non-Governmental Organisation that works with libraries in developing and transition economy countries. In Europe, EIFL partners with university and research libraries in 13 countries, including Moldova.
Furthermore, the activity could include capacity building or technical assistance for the implementation of the European copyright acquis (InfoSoc, DSM, Orphan Works, PLR Directives, etc.) in Moldova, with particular attention to the role of libraries and researchers.
Alternatively or in addition, a CMO study visit in a Member State could be also organised to exchange experiences and best practices in the field of the governance of collective rights management. The purpose would be to meet with peers from both the public and private sector, again reinforcing dialogue among copyright stakeholders in Moldova for the effective implementation of the copyright law.
