Implementation of the National Action Plan (Roadmap) for IP rights enforcement in Moldova

To improve the IP rights enforcement system in Moldova, it is of utmost importance that the work is based on a national strategy that can support the implementation of its effectiveness, as well as enhancing the communication and coordination between enforcement stakeholders.
The 2025 Enlargement Report notes that Moldova has ‘some level of preparation’ in the area of IP law but emphasises that the country should continue drafting legislation to improve the enforcement of IPR, enhance institutional and administrative capacity of the State Agency on Intellectual Property of the Republic of Moldova (AGEPI) and further benefit from cooperation with the European Union Intellectual Property Office (EUIPO).
Under the previous Work Plan a National Action Plan (Roadmap) was drafted with the aim to offer structured guidance, aligning legislation, institutional frameworks and inter agency cooperation. This activity will now support AGEPI’s priority to implement the roadmap, draw on earlier legal alignment work and reinforce enforcement measures against piracy and counterfeiting.
This activity will assist AGEPI in implementing the Roadmap for IP rights enforcement by:
- finalising actions derived from the Roadmap, including timelines and responsible institutions;
- facilitating stakeholder consultations with customs, law‑enforcement, judiciary, border agencies and private sector actors to operationalise key measures;
- supporting interventions in priority areas, such as specialised IP courts or chambers, acquisition of equipment for handling counterfeit goods, institutional mapping of enforcement actors and monitoring of high‑risk sectors;
- developing and launching a monitoring framework for tracking counterfeiting/piracy statistics, destruction of goods, and coordination between agencies;
- ensuring that the implementation of the Roadmap aligns with EU enforcement standards and the legislative work undertaken under the earlier WP1 activity on IP enforcement;
- any other relevant task to ensure the effective implementation of the Roadmap.
