The ARISE+ IPR 2022 Intellectual Property Youth Video Clip competition aims to promote intellectual property education, shape students’ core values and attitudes and raise public awareness about the benefits of intellectual property (IP) protection and the harm of IP infringements in both Cambodia and the Philippines, with a special focus being put on SMEs.

An independent jury committee of IP experts from the EUIPO (EU Intellectual Property Office), the Department of Intellectual Property (DIP) Cambodia and the Intellectual Property Office of the Philippines (IPOPHL) will assess the submitted video applications and pick one finalist and one winner per country.

The video contest finalists and winners in each category will be promoted through a wide promotional campaign on Facebook and Instagram which will gain high visibility and recognition in Cambodia and Philippines respectively. Additionally, the winner will participate in individual mentorship sessions with an IP expert.

This guide provides you with all the information you will need to produce your video clip and submit your application and have a chance to be among the winners. Read on to find out more about the competition’s categories, eligibility criteria and practical information to guide you through your submission.

 

1. Application period

Submit your entry via the online application form between 26 April and 3 June 2022, 23.59 local time (GMT+7 / GMT+8).

 

2. Eligibility criteria

Please carefully read the information linked to eligibility before producing and submitting your video entry to ensure that your application meets the criteria.
 

a) Video theme

Videos submitted should promote the social or economic benefits of intellectual property protection. All content related to intellectual property is welcome.

Some questions to guide you through your video creation:

  • “Are you (and young people) aware of how many intellectual property rights (IPRs) surround you (such as industrial designs of electronic devices or cars, trademarks of popular brands, or copyrights of your favourite music)? What role do they play in your work, leisure and social life?”
  • “How do you value the ownership of your ideas? What does it mean for you to be recognised for an idea or work that you came up with?”
  • “What harm is caused by IP infringement? Share your views and experiences with us.”
  • “Why should young people/small businesses care about intellectual property and how will it benefit them?”
  • “Intellectual property: what are the benefits for SMEs and how can they use IP to grow?”
  • “What are the benefits of geographical indications, trademarks or industrial designs or copyright?”
     

Videos including any kind of inappropriate content (e.g., obscenity, nudity, and violence) will be ineligible for consideration.

Given that the video contest winners and finalists will be promoted through a social media campaign, the content of all submitted video clips should be respectful and comply with the community guidelines of different social media platforms (Facebook, LinkedIn, Twitter, Instagram).
 

b) Geographic eligibility

Applicants must be a citizen of either Cambodia or the Philippines and also be based in their country of citizenship. Submissions sent from countries other than these will not be considered.
 

c) Age eligibility

Applicants must be between 18 and 35 years old on 3 June 2022.
 

d) Language requirements

Videos, audio scripts and application forms should be submitted in either English, Khmer or Filipino.
 

e) Video requirements

Videos should be recorded and submitted in horizontal 1080p format and have a minimum length of 30 seconds and a maximum length of 2 minutes. Videos must not include any product placement and should be clear of any watermarks.

Videos can be recorded with a phone, if good quality picture and sound can be ensured. This can be achieved by choosing to film, for example, in a bright environment, during daytime, where no background noise is present to ensure your message is heard loud and clear.

Applicants should upload their video to YouTube and provide the private link in their application form.

Submitted videos must not have been shortlisted for, or won, any other competitions.
 

f) Supporting documents

Submitted applications should be accompanied by an audio transcript either in English, Khmer or Filipino. The inclusion of an audio transcript is mandatory, so please be aware that entries submitted without it will not be reviewed.
 

Application requirements

Applicants must confirm their compliance with the competition rules and agree to the privacy notice, which includes the following requirements:

  • Video clips should be submitted by their original creators who will ensure they comply with all intellectual property regulations
  • Applicants reserve the right to submit more than one entry as long as each entry concerns a separate video clip.

Any non-compliance with the established rules will result in an application not being eligible.

 

3. Evaluation criteria

Applications submitted will be evaluated based on the following criteria:

  • Topic relevance
    Videos should deal with general intellectual property issues or concrete intellectual property rights (geographical indications, trademarks or industrial designs). Videos with zero relevance to the intellectual property topic will be automatically disqualified
     
  • Information
    The videos should include truthful and accurate information in relation with the intellectual property right protection. Untrustful information on intellectual property right protection could cause disqualification of applications.
     
  • Innovation & creativity
    Share your views on intellectual property in an innovative, catchy and creative way which will appeal to the national audience in case your video is among the winners/finalists. Videos should engage and call the audience to spread the message and share on social media.
     
  • Video quality
    Video specifications mentioned above must be respected. Additionally, language, presentation, structure, argumentation, and clarity of the message and image quality will be taken into consideration.

 

4. Selection process

All submitted entries will undergo a pre-selection process by the EUIPO’s local partners who will disqualify applications which do not comply with the above-mentioned criteria and will select the best applications received in both the Philippines and Cambodia. The applications selected will then be evaluated by the competition’s jury committee to determine one winner and one finalist for each country. Winners and finalists will be announced in June 2022.

 

5. Copyrights & Privacy Statement

By submitting their form, each applicant agrees to share their entry’s data with the competition’s jury committee and secretariat.

Furthermore, by submitting their application, creators of the videos give the EUIPO the right to share their video clip on social media as well as on their website, and through their own publications or materials for promotional purposes (for the winner and finalist).

By submitting their entry, applicants also state that they have read and agree with the data protection/privacy statement.
