Paraguay advances towards a modernised Designs Law

The European Union Intellectual Property Office (EUIPO) has successfully completed the provision of technical assistance to Paraguay’s National Directorate of Intellectual Property (DINAPI) through the EU-funded AL-INVEST Verde IPR project. Implemented between April and November 2025, the activity consisted in the elaboration of a comprehensive study on the modernization of the Paraguayan Designs Law No. 868/81.

These efforts resulted in the identification of key gaps in the existing law, proposals for modernisation, and a roadmap for the future adoption and implementation of the new legislation. The updated framework will help ensure more transparent, consistent, and high-quality examination of design applications in Paraguay, while providing balanced protection for rights holders and promoting innovation and artistic creation in the country.

The study will serve as the basis for a draft Designs Law (proyecto de ley), to be prepared by Paraguayan authorities. This achievement not only marks a concrete step towards strengthening the country’s IP system for the protection of industrial designs and aligning it with international and EU standards. It also represents a major milestone for the EUIPO through the AL-INVEST Verde IPR project, a tangible expression of EU cooperation to support the modernisation of IP systems across worldwide.
