Operation 404.8: Strengthening Regional Cooperation Against Digital Piracy in Latin America

Brasília, 26-27 November 2025 – The latest edition of Operation 404, one of the world’s largest coordinated actions against online copyright infringement, has once again demonstrated the power of IP cooperation in the fight against digital piracy.

Supported by the European Union Intellectual Property Office (EUIPO) through the AL-INVEST Verde IPR project, and coordinated by Brazil’s Ministry of Justice and Public Security (MJSP) through its Cyber Operations Laboratory (CiberLab), Operation 404.8 brought together enforcement authorities and rights-holders from Argentina, Brazil, and Paraguay, in partnership with the International Federation of the Phonographic Industry (IFPI) and the CyberGaeco unit of the São Paulo State Prosecution Office (MPSP).

Building on the groundwork laid during the Regional Technical Visit to Brasília on 30 and 31 July 2025, participating countries launched a two-day coordinated enforcement operation targeting major online piracy networks. The joint effort Operation 404.8 led to the blocking of 535 of infringing domains, removal of 22 illegal streaming applications, and execution of 44 search and seizure warrants against key operators distributing unlicensed digital content.

With Operation 404.8, the AL-INVEST Verde IPR project continues to maintain momentum in IP enforcement across Latin America, strengthening regional engagement among Latin American countries and bridging the former IP Key Latin America project with the ongoing efforts under AL-INVEST Verde IPR. The initiative’s impact also extends beyond the operation itself, fostering cooperation that benefits other intellectual property areas such as pharmaceuticals and consumer goods.

This year’s phase underscores the scalability of Operation 404 as a sustainable enforcement model—one that unites public authorities and private sector actors in tackling complex transnational IP crimes.
