Seminar on Generative AI and Copyright in the EU and Korea

The EUIPO, in collaboration with the European Commission, hosted a seminar in Brussels on 25 June 2025, in the context of the EU-Republic of Korea (RoK) IP Action.

The seminar aimed to foster a meaningful exchange on the evolving landscape of AI-generated content and copyright, focusing on recent regulatory developments and the implications for creators in both the European Union and Korea.

The event brought together a diverse panel of speakers, including representatives from the Korean Ministry of Culture, Sports and Tourism (MCST), DG TRADE, DG CONNECT, the EUIPO, as well as academics from European and Korean universities and representatives from the AI industry and rightsholders’ organisations.

Participants from both the public and private sectors received first-hand insights into the latest legislative developments. This includes the EU AI Act, set to become fully applicable in August 2026, and Korea’s latest developments in relation to AI and the work of the AI-Copyright Legal Framework Working Group.

Discussions highlighted the challenges and opportunities arising from these frameworks, particularly from the perspectives of creators, professionals and SMEs navigating the GenAI landscape. The EUIPO presented the main outcomes of the study “Development of Generative AI from a Copyright Perspective” concluded this year.   

The seminar provided a valuable platform for cross-regional dialogue, promoting mutual understanding and exploring opportunities for the alignment of practices and potential common approaches to copyright-related aspects of generative AI. Ultimately seeking to create a business environment more akin to those EU businesses found in Europe.
