Counterfeiting and Emerging Risks

This online session, taking place on 10 November 2026, is part of CarIPI’s work under activity 6 of the second annual work plan (AWP2), which supports the CARIFORUM region in strengthening the capacity of senior officials and enforcement authorities responsible for IP enforcement. Effective enforcement gives IP rights practical value, supporting legitimate businesses, protecting consumers and creating an environment in which creators and innovators can thrive. Counterfeiting and piracy undermine these goals, harming local industries and SMEs and posing risks to consumer safety and workers. The session aims to share practical enforcement approaches and strengthen cooperation between EU and CARIFORUM enforcement authorities, particularly police and customs.

Bringing together representatives from the 16 CARIFORUM Member States and EU stakeholders, the session looks at how enforcement authorities can respond to the evolving nature of counterfeit trade and the wider risks linked to illicit supply chains. It will present the findings of the recent OECD/EUIPO study on the links between counterfeiting and labour exploitation, explore practical investigative tools and techniques, including online counterfeiting, and discuss operational experience and challenges in the CARIFORUM region. Participants will also exchange views on coordination, information-sharing and cross-border cooperation among IP authorities, customs, police, prosecutors, labour authorities and other stakeholders, with a view to identifying opportunities for stronger regional and international cooperation.
